Is belly dancing a good weight loss technique for excess fat on hips and stomach?

I do aerobics anyway but I find that exercises that combine fat burning with muscle use produce the most weight loss on certain areas, do think belly dancing is good for hip and stomach excess weight?

Yes and no.
Fat loss occurs over the entire body; however, if you have more fat in certain areas, you’ll see a greater change there.
Cardio like belly dancing will melt it away fast – as you already know. But the toning of the muscles below the fat layer will allow them to be more defined.
